Built to survive cross-examination
Everything an investigation touches may be disclosable, and everything a machine does to evidence must survive cross-examination. Misharu is built for that constraint — for the police service that must produce the complete file, and for the court, counsel, and public entitled to examine how it was made.
One programme, on purpose
Misharu is an implementation of Nabu, and of Nabu only. It has no live sensing, no operational picture, no ambient watch, and no channel to any system that has one. Evidence does not stream into Misharu; it is brought in under legal authority — seizure, warrant, production order, voluntary provision — one accession at a time, and the authority is the first entry in each item’s custody chain.
This is a design decision, not a roadmap gap. An investigation platform coupled to a surveillance capability becomes, structurally, a pipeline from watching people to building cases against them — whatever the policy layer promises. Enkidu declined to build that pipeline. Where a community operates civic sensing through Lamassu, anything that moves from a civic alert into a criminal case does so the way all evidence does: through a lawful, recorded, human accession, under the authority the law requires for exactly that step.
It builds the case. It never lays the charge.
Misharu assembles evidence, drafts, cites, and keeps the record. It watches no one: material enters only under legal authority, by a recorded human act. It performs no person-level predictive scoring and makes no biometric identification — categorically, in any configuration. Grounds, charges, and every consequential decision belong to named, accountable humans operating under law. There is no configuration in which that changes.

Every stage of a file runs on the same shared stack — one layer for where things may happen, one for whether they may. Anshar makes each stage a bounded zone with explicit entry and exit conditions, which is what keeps accession, analysis, and disclosure separable; Kittu binds every claim to a policy threshold and captures the chain of custody behind it.
